Where to start in Delaware
Best first steps for adults in Delaware who can't afford regular dental fees:
- Medicaid. Adults get limited dental coverage, with a yearly cap of $1,000 or less.
- Health centers. Fees on a sliding scale by income, at HRSA-funded centers around Delaware.
- Hygiene schools. One accredited program for low-cost cleanings.
- 211 and free clinics. Call 211 for local dental programs.
- Cut the cost. Compare savings plans, insurance and payment plans before you pay.
The finder reorders this list for children, seniors, veterans, pregnancy, disability or a dental emergency.
What Delaware Medicaid covers for adult teeth
Adult dental coverage in Delaware Medicaid sits at the limited level, according to the ADA Health Policy Institute (data as of August 2025, published December 2025). Medicaid pays for some checkups, cleanings and simple fillings, up to $1,000 or less per person each year.
That rating hasn't changed in any year from 2021 to 2025.
If you're enrolled, ask your plan which checkups, cleanings and fillings it pays for and how much of the yearly limit is left before you book bigger work. To apply, use HealthCare.gov, which also links to Delaware's Medicaid agency.
Sliding-fee dental care at Delaware health centers
When Delaware's limited Medicaid benefit runs out for the year, or you aren't enrolled, a health center's sliding fee is the fallback. Health centers set fees by income and family size, and they must serve everyone, even people who can't pay (HRSA). Below the federal poverty guidelines the charge drops to a nominal fee at most; up to 200% of the guidelines, you get a partial discount. Not every site has a dental clinic; ask when you call.
Search by address with HRSA's Find a Health Center, then ask about dental appointments, the sliding fee and what proof of income to bring.
Pregnancy and disability in Delaware
Pregnant members get Delaware's regular adult Medicaid dental benefit (limited). CareQuest lists no extra pregnancy-only services here (coverage as of December 2024). Dental care itself is safe while you're pregnant: the ADA says checkups, X-rays and fillings are fine at any stage, and numbing medicine can be used.
CareQuest lists no extra dental benefit for people with disabilities in Delaware. Donated Dental Services (below) accepts people who are permanently disabled, and Special Olympics athletes can get free dental screenings at Healthy Athletes events (screening and referral only).
Cleanings from dental hygiene students in Delaware
CODA lists one accredited dental hygiene program in Delaware. Delaware is one of six states with a single program. Because students work under faculty supervision, these clinics may charge less (NIDCR). Think of them for routine cleanings; not every program runs a public clinic, and visits take longer.
To find it, open the CODA program search, choose Allied Dental Education Programs, then Dental Hygiene and Delaware, and call to ask about patient clinic days.
No dental school in Delaware
Delaware is one of 13 states without an accredited dental school (CODA), so reduced-fee student clinics aren't an option here.
The closest thing is the state's one dental hygiene program, for cleanings. For fillings, extractions and other treatment, community health centers are the main low-cost choice in Delaware.
Donated Dental Services in Delaware: intake closed for now
Volunteer dentists in Dental Lifeline Network's program treat people who are 65 or older, permanently disabled, or need medically necessary dental care, at no cost to them. Cosmetic care isn't included. Expect a long wait (several months to a year or more), and use up any insurance or Medicaid dental benefits first; each person can get care through it only once.
Closed to new applications in Delaware for now. That's from the application form on October 26, 2026, and it changes often. Check Dental Lifeline Network again later; meanwhile, use the other options on this page.
Children and teens in Delaware: Medicaid and CHIP
Whatever Delaware offers adults, kids under 21 on Medicaid get dental care through EPSDT, and CHIP plans must cover dental care as well (Medicaid.gov). The income limits may be higher than you expect: up to $80,000 a year or more for a family of four, depending on the state (InsureKidsNow). Apply through HealthCare.gov or call 1-877-KIDS-NOW (1-877-543-7669), then use the InsureKidsNow dentist finder to find a dentist in Delaware who takes your child's plan.
Give Kids A Smile events offer free care for children; ADA MouthHealthy's line for finding one is 1-844-490-4527.
Help for older adults and veterans in Delaware
Medicare leaves most routine dental care out: in most cases no cleanings, fillings, extractions or dentures (Medicare.gov). Medicare Advantage is where most seniors find dental benefits: 98% of individual plans offer some in 2026 (KFF), often with a yearly cap. People 55 and older who qualify for PACE get dentistry as part of the program. In Delaware, seniors who also have Medicaid get the adult benefit (limited).
VA dental care is free only for some veterans, such as those with a compensated service-connected dental condition, former prisoners of war and those with service-connected disabilities rated 100%. Veterans enrolled in VA health care can also buy dental insurance through VADIP, paying the full premium.
VA dental care lists every eligibility class.
